Pay Range: $80,000 – $85,000 per year (depending on education and experience)

Community Summary

Cape Royale is a deed-restricted lakefront community situated approximately five miles from Coldspring in San Jacinto County, Texas. Houston is approximately 65 miles south and is the 5th largest metropolitan center in the United States.

Coldspring is the county seat of San Jacinto County, named for the San Jacinto River which crosses it and in honor of the battle for Texas independence.

Cape Royale sits on the southwest shore of beautiful Lake Livingston. This lake is a reservoir located in the East Texas Piney Woods. Lake Livingston was built and is owned and operated by the Trinity River Authority of Texas under contract with the City of Houston for water-supply purposes.

Role Summary

The Onsite General Manager serves as the Chief Operating Officer of the Home/Condo Owners Association. This position has ultimate responsibility for the day-to-day operations, including all activities and relationships between the Association, Board of Directors, members, guests, employees, community, government and industry.

Responsibilities

  • Responsible for compliance with all of the community’s policies/procedures as defined by the Board of Directors
  • Plans, develops and approves operational policies, procedures, methods and regulations related to general operating procedures
  • Directs the work of all department managers
  • Primary driver in the development of the annual operating, cash, and capital budgets. Develops periodic checkpoints to assess compliance of the published budget
  • Responsible for the timely preparation of monthly financial reports to the Board of Directors
  • Coordinates the development of long-range and annual business plans aligned with association by-laws and policies
  • Oversees the impact and effect of association policies/programs/processes. Recommends changes as needed
  • Monitors quality of association products and services to ensure maximum member and guest satisfaction
  • Secures and protects all the association assets
  • Establishes and maintains on-going dialogue with members to elicit input on Association direction and improvements
  • Coordinates with Board of Directors on the development and implementation of all strategic plans
  • Issue and update vehicle access transponders and data entry in the Gate House for new owners, renters, and current owners with new vehicles
  • Point of contact for various association committees. Work closely with Committee Chairs on audits, purchases, work orders, contract signing, and saving files in appropriate locations, overseeing payment to vendors on time and with the Committee Chair's approval. Committee Chair organizational charts, update charters annually, and code of conduct
  • Create community alerts and communications
  • Assist with special projects as directed by the board
  • Create job requisitions for all open positions; supervise, train, and develop onsite staff, including seasonal pool attendants; draft and revise annual pool membership forms; approve time off and hourly punch change requests; conduct monthly one-on-one meetings with office staff and annual performance management reviews; onboard all new employees; and conduct discipline write-ups and documentation per company policies. Ensure office coverage when employees are on vacation. Monitor PTO and maintain staff vacation calendar. Meet daily with maintenance to review work priorities and adjust where needed
  • Weekly board email updates
  • Board Meeting Preparation: Send a call for committee reports by the 3rd of each month and a follow-up one week before the deadline. Note committees requesting time before the board to be added to the new business section of the agenda. Zoom meeting scheduling, assembling owner and board packets, including agenda, minutes, committee reports, proposals for consideration and approval, and new policies if applicable. Send owner questions to the Board president before the meeting, and schedule meeting announcement to owners one week before meeting. Print and prepare Board packets for pickup on Wednesday before the meeting
  • Board Meeting follow-up: Draft meeting minutes within a week of the meeting for the Secretary to review, upload approved minutes to relevant web locations, and create a list of action items to be completed before the next board meeting. Notify contractors of bid approval, file approved policies with the county, and update owners on the outcome of their requests presented at the Executive Session
  • Executive session meeting set up
  • Annual Meeting preparation. Note: annual meeting is on a Saturday
  • Association secondary website Webmaster: Review and approve or decline membership requests and update the calendar, events, policies, newsletters, minutes, office hours, and staff contact information

Secondary Responsibilities

  • Plans, develops and approves specific operational programs, procedures, methods, rules and regulations in concert with general policies
  • Evaluates committee activities that report to the General Manager
  • Ensures compliance with purchasing policies and procedures
  • Provide counsel to the Management staff to ensure all employees are properly trained, supervised, scheduled and are knowledgeable of their responsibilities
  • Develops, maintains, and disseminates a basic management philosophy to guide all association personnel towards optimal operating results
  • Supports internal controls
