Position Overview

Leland Management is seeking a dedicated, professional, and experienced Community Association Manager (CAM) to oversee day-to-day operations and strategic initiatives at Marsh Creek Owners Association—a premier, gated coastal community in St. Augustine Beach. This full-time, salaried position is ideal for a motivated and detail-oriented manager with exceptional leadership, communication, and organizational skills.

The CAM will serve as the primary liaison between the Board of Directors, homeowners, committees, and vendors, ensuring operational excellence, fiscal responsibility, and high resident satisfaction. This role requires a firm grasp of Florida Statute Chapter 720, governing documents, and strong experience managing covenant-controlled communities with complex infrastructure and active governance.

Key Responsibilities

Community & Property Management

  • Conduct regular community inspections to ensure compliance with governing documents and architectural guidelines.
  • Oversee maintenance of all common areas, including landscaping, roadways, signage, and facility infrastructure.
  • Maintain a current inventory of mechanical systems and oversee preventive and routine maintenance schedules.
  • Proactively identify maintenance needs and develop plans for repairs or capital improvements in coordination with the Board and appropriate committees.
  • Work closely with on-site maintenance staff and perform quality assurance on completed work.

Administrative Leadership

  • Manage all daily operations of the Association, including direct supervision of administrative and maintenance personnel.
  • Provide performance evaluations, training, and continuous coaching for team members.
  • Act as a strategic advisor to the Board and Committees, providing industry insights and best practices.
  • Draft correspondence, prepare reports, and ensure all administrative records are accurate, organized, and compliant with legal standards.
  • Coordinate and support committee meetings, including agenda preparation, material distribution, and timely posting of minutes.

Board & Committee Relations

  • Serve as the primary liaison between the Board of Directors, homeowners, and legal/insurance counsel.
  • Implement Board directives and strategic goals efficiently and accurately.
  • Support and guide community committees (e.g., ARB, Finance, Safety, Strategic Planning) with clear communication, resources, and follow-through.
  • Coordinate and attend monthly Board meetings and the Annual Membership Meeting.
  • Prepare and distribute a detailed monthly Manager’s Report and quarterly Performance Report to the Board.

Resident Services & Communication

  • Act as the primary on-site contact for residents regarding all Association matters.
  • Respond promptly and professionally to homeowner inquiries, concerns, and complaints.
  • Distribute community-wide communications via email, website, or newsletters to keep residents informed and engaged.
  • Promote community activities, events, and initiatives that align with the Association’s values and enhance the homeowner experience.

Financial Management

  • Collaborate with the Treasurer and Finance Committee to develop and manage the annual operating and reserve budgets.
  • Ensure timely and accurate financial reporting; monitor cash flow and expenditures.
  • Work with the management company’s accounting department to maintain accurate ownership records and assessments.
  • Review aged receivables; initiate collection efforts in accordance with the Association’s policies, including working with legal counsel when necessary.
  • Coordinate with auditors during annual financial audits and ensure compliance with internal controls.
  • Facilitate updates to the Reserve Study every two years in partnership with an independent reserve specialist.

Vendor & Contract Oversight

  • Secure competitive bids for major contracts and capital projects in accordance with the Association’s procurement policy.
  • Maintain vendor performance records and oversee service level expectations through regular inspections and quality control.
  • Approve vendor work and invoices only after verification of scope completion and quality.
  • Maintain professional relationships with contractors, vendors, and service providers while ensuring contract compliance.

Security Management

  • Conduct weekly check-ins with security personnel; review incident reports and staffing schedules.
  • Maintain familiarity with Post Orders and ensure adherence by security staff.
  • Coordinate with gate maintenance providers and respond to service needs promptly.
  • Support a safe and secure environment for residents through collaborative safety efforts and proactive oversight.

Requirements

Qualifications

  • Active Florida CAM license in good standing (required).
  • Minimum 3–5 years of experience managing a large-scale or high-end HOA or condominium community.
  • Comprehensive knowledge of Florida Statute 720, HOA governance, budgeting, collections, and vendor management.
  • Proven leadership ability with excellent interpersonal and organizational skills.
  • Proficient in Microsoft Office Suite and association management software.
  • Strong written and verbal communication skills.
  • Ability to work independently, prioritize tasks, and remain calm and professional under pressure.

Work Schedule & Compensation

  • Full-time, salaried, exempt position.
  • Must be available to attend evening Board meetings and committee meetings as required.
