Job Description
Position: Chief Building Engineer
Reports to: General Manager
Location: Long Beach, CA
JOB SUMMARY: Supervise, control, direct, administer and coordinate all engineering operations and mechanical/electrical maintenance of the facility under the general direction General Manager or Supervisor.
Essential Duties & Responsibilities

- Supervise the performance, operations and maintenance of all mechanical, electrical, HVAC, plumbing, fire life safety and critical systems back-up ensuring operation within design capabilities are achieving proper environmental conditions prescribed by Building Management. Document all performance related issues timely.
- Oversee and supervise the efficient operation of the facility equipment and systems. Strive toward a goal of zero downtime in operations by virtue of reliable system performance and preventative maintenance programs.
- Perform requisite daily communication with Building Management on matters relating to the services performed through e-mail and work orders when appropriate.
- Develop operating and training instructions for procedures of equipment and systems.
- Establish, maintain and perform periodic operational testing schedules for critical systems and equipment as identified in manufacturer’s equipment specifications.
- Administer an effective and accountable preventative maintenance system tailored to the facility.
- Evaluate all equipment and systems operationally and provide the customer with a list of deficiency items and recommendations for improvement.
- Monitor and supervise subcontracted jobs to outside concerns when it is not practical for them to be performed in-house, or as may be requested by Building Management.
- Implement and monitor an effective energy conservation and management program to ensure measures are taken to keep operating costs at a minimum.
- Possess the requisite licenses and permits required by local laws and ordinances to operate, repair and maintain the facility equipment and systems.
- Troubleshoot that maintenance manuals and maintenance equipment checklists are in place and maintained current.
- Ensure that FirstService Residential on-site engineering and maintenance/janitorial staff conform to all local laws, codes and regulations. Provide written documentation of variances within one week of discovery.
- Provide direct communication and support for staff as well as open door policy to communicate direct reports concerns and ideas about facility improvements and deficiencies.
- In conjunction with Supervisor, establish a program for the acquisition, storage and accountability of all operating materials, tools and equipment. Establish a customer approved inventory control system.
- Maintain Connect work order system for the control and assignment of all on-call and unscheduled services by the customer. This system is to include the work performed, where applied, personnel assignments, time and material estimates, and authorization.
- Ensure that work responsibilities are allocated properly among subordinates by developing and implementing manpower schedules and work methods and procedures that are designed to obtain low cost and efficient operation.
- Establish performance standards for each phase of work, adhering to standard practices and quality levels.
- Carry out policies and procedures of the customer and FirstService Residential concerning safety, administrative requirements, standards, practices and work methods.
- Must be able to perform maintenance and hands on engineering work as required on the project.
- Able and ready to perform all duties as outlined for the Building Engineer II position.
- Perform any additional duties as assigned.
Additional Duties & Responsibilities
- Practice and adhere to FirstService Residential Global Service Standards.
- Conduct business at all times with the highest standards of personal, professional and ethical conduct.
- Perform or assist with any operations as required to maintain workflow and to meet schedules. Notify supervision of unusual equipment or operating problems and the need for additional material and supplies.
- May participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, policies, and regulatory guidelines.
- Ensure all safety precautions are followed while performing the work.
- Follow all policies and Standard Operating Procedures as instructed by Management.
- Perform any range of special projects, tasks and other related duties as assigned.
SUPERVISORY RESPONSIBILITY
The Chief Building Engineer will supervise all Building Engineers, Loading Dock Associates and other FirstService Residential staff as assigned, such as maintenance/janitorial staff.
Education & Experience
- High school diploma or equivalent.
- Associates degree, or equivalent two years of college courses preferred.
- 3-5 years in high rise property
- 3-5 years managing 3-5 employees
- 3-5 years customer service experience.
- CPO Certification or required with-in 6 months of employment.
- EPA-608 Type I or II refrigerant certification.
- Licensed General B Contractor preferred

- Knowledge of working methods, safety practices and procedures, common terminology, safety precautions and practices necessary for working with hand tools and heavy equipment; and the principals and practices of employee supervision, training and evaluation.
- Demonstrated organizational and time management skills with the ability to multi-task, implement, and monitor progress for successful completion.
- Ability to work well under pressure in a fast paced environment meeting deadlines.
- Demonstrates attention to detail.
- Demonstrates awareness of variables which could affect associate retention and/or morale.
- Demonstrates excellent organizational and time management skills.
- Excellent attendance and punctuality.
- Working knowledge of Microsoft Office applications; including MS Word, Excel, PowerPoint, Outlook, Publisher.
- Must be qualified for bonding.

- Must have a valid California driver’s license

- Knowledge and experience with the various tools, material and equipment required for this maintenance and engineering discipline.
