JOB DESCRIPTION

 

TITLE: Chief Engineer

 

DEPARTMENT: Management

 

Position Summary

 

The Chief Engineer oversees the daily operations of the Symphony Honolulu and the personnel of all departments. This position is in charge of resolving and preventing technical issues. The Chief Engineer will make sure that all

 

mechanical systems and equipment used by the building are working correctly and up to standard. Such

 

operations include maintaining grounds, equipment, amenities, and physical complex with an emphasis on safety

 

and asset efficiency.

 

Moreover, this position is required to strictly follow OSHA’S safety standards and regulations, and lead the way in

 

preventing accidents in the workplace. The Chief Engineer is accountable for adhering to department budgets,

 

tracking supply usage and inventory, quality control, maintaining regulatory requirements, and training team

 

members on safety protocols and procedures.

 

Assists General Manager and Operations Coordinator in creating and executing standard operating procedures that emphasize best-in-class customer service for a luxury condominium. Assists in establishing and developing

 

personnel, administrative, and maintenance standards.

 

Assists in the preparation, review, and analysis of financial statements and budgets. Fulfill the duties of General

 

Manager in their absence. Must be a self-motivated, proactive, detail-oriented leader that understands the

 

importance of time management and time-critical prioritization skills.

 

A: ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

 

  • Organizes and manages building facility projects. Creates, and executes short-term and long-term

 

preventative maintenance calendars and assists with coordinating services with outside vendors and

 

contractors.

 

  • Motivates, coaches, recognizes and supervises all subordinate personnel. Ensures department compliance with all policies and proper safety protocols and procedures are in place. Organizes department meetings and conducts performance goals and reviews with team members. May be authorized to hire or discipline employees subject to the review and approval of General Manager.
  • Responsible for managing and reviewing the “Design Review” contractor packets before submitting them for the General Manager and/or Board of Director approval.
  • Responsible for responding to inquiries from residents regarding specific mechanical and maintenance questions and offering solutions or vendor contacts for problem resolution.
  • Generates and maintains vendor and/or contractor daily reports and records. Maintains accurate logs and maintenance records of our mechanical equipment and building preventative maintenance schedules as required.
  • Generates monthly department status reports notating efficiency, expenditures, projects undertaken/completed, and contracted work.
  • Manages department’s controllable expenses to achieve or exceed budgeted goals.
  • Manages the work schedule and shift assignments for the industrial personnel to ensure adequate coverage.
  • Leads by example and applies the absolute highest standards for our industrial personnel to follow. Promotes a positive, friendly, professional, uplifting environment and ensures best-in-class service in all

 

interactions with residents, guests, and team members.

 

  • Conducts scheduled inspections and evaluates the physical condition of facilities to document reports and address necessary maintenance or repair. Participates in a minimum of (1) property walk per week with General Manager and other department leads.
  • Responsible for training and developing all industrial personnel on Maintenance and Housekeeping Standards of Excellence, Company Policies, and Standard Operating Procedures.
  • Has intimate knowledge and assists in all emergency procedures as required. Ensures all safety and security protocols are consistently followed.
  • Securing a minimum of 3 proposals and preparing a bid matrix for each repair/equipment replacement/contract/service as required for Board review.
  • Review and monitor contracted projects to ensure compliance with project specifications.
  • Ensures that the buildings' common elements are maintained according to established standards and procedures.
  • Assists General Manager in the preparation and administration of the Association’s financial operations:
  • Assists in the preparation, review, and approval of the budget prior to the new fiscal year.
  • b) Assists in reviewing and preparing work papers and documents for the annual budget, including operating expenses, depreciation, interest, insurance, administration, and fiscal

 

matters.

 

  • c) Assists in the preparation of spreadsheets and conduct database analysis of actual

 

performance to budget throughout each fiscal year.

 

  • Attends Board of Director meetings on occasion, and may represent the Symphony Honolulu at industry meetings, business projects, functions, and activities to promote a positive public and professional image

 

throughout the community.

 

B: Marginal Job Duties:

 

  • May purchase or direct the purchase of building and maintenance supplies, machinery, equipment, or

 

furniture as approved by General Manager.

 

  • Subject to specific conditions secures computer files by ensuring retention of backup files. Maintains the Security and Camera Systems. Ensure that all staff is trained and have the ability to troubleshoot these systems as needed. This includes the maintenance and training of all electronic equipment in our Social and Media rooms.
  • Works with the Operations Coordinator in establishing guidelines to ensure that all departments return tools, equipment, and supplies to their proper location after use.
  • Determines needs related to routine replacements of assets and incorporates those needs into capital investment priorities.
  • Proposes service contrast relayed to major equipment and critical systems i.e., elevators, HVAC equipment, fire alarm systems, etc.
  • Diagnosing mechanical issues and correcting them.
  • Conducts and oversees emergency and regularly scheduled water shutdowns.

 

SUPERVISION

 

Supervision Exercised:

 

Exercises direct supervision of all subordinate housekeeping, maintenance, grounds, and operations personnel.

 

Supervision Received:

 

Receives direct supervision from General Manager, and occasional direct supervision from the Property Manager or Board of Directors.

 

Requirements

 

REQUIRED QUALIFICATIONS

 

Experience:

 

At least 5 years of management experience in building construction, major hotel, luxury condominium,

 

or apartment facility involving the operations and maintenance of the facilities. Equivalent experience in accounting procedures and elementary financial analysis is preferred.

 

Knowledge:

 

  • Master of building trades required. “Hands-on” working knowledge of the following systems and their related components: HVAC/R, electrical, plumbing, elevators, emergency generator, water (pool and Jacuzzis’), fire equipment, security and camera systems, and general building construction. Working knowledge of basic accounting procedures, with the ability to understand, prepare, analyze, and utilize financial statements, budgets, and financial spreadsheets.
  • Working knowledge of Microsoft programs: Outlook, Excel, Word.
  • Knowledge of state, local, and governmental safety requirements as well as OSHA and HIOSH worksite and personal safety requirements.
  • Must be able to effectively communicate both verbally and written, with all levels of management, employees, residents, vendors, contractors, and guests in an attentive, friendly, courteous, and service-

 

oriented manner.

 

  • Ability and experience to develop procedures and effectively resolve conflict.
  • Must be flexible to work nights, weekends, and holidays and remain on call for emergencies. Long hours and shift coverage are required when necessary.
  • Will occasionally exert up to 50 pounds of force, and/or 20 pounds of force frequently and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Must be able to read and interpret drawings, diagrams, and blueprints related to property maintenance.
  • Accredited General Manager (ARM) accreditation preferred; training in Basic CPR & First-Aid; college degree desirable.
  • Continuing Education credits. Leadership Training experience.
  • Minimum 2-year college degree with studies in trades or a relatable field.
  • CPO Certification.
