Schedule: Monday-Friday, 7:00am-3:30pm

Summary:

The Chief Building Engineer is responsible for maintaining, correcting deficiencies, and/or making repairs to all "common areas" within the Association, as defined in the Association's governing documents.

The Chief Building Engineer shall oversee and coordinate the safe and efficient operation and maintenance of all necessary building systems housing advanced technology, homeowner units and equipment.

The Chief Building Engineer is responsible for developing communications with the architects, developer, construction companies and vendors to lay the foundation for strong working relations regarding the mechanics and operations of the building.

The Chief Building Engineer shall coordinate and control a range of sophisticated, standalone electrical, mechanical and analog/digital control systems and effect changes and improvements to systems as appropriate.

The Chief Building Engineer shall oversee the day-to-day operations and activities of all maintenance, janitorial, and vendor personnel servicing the common areas of the community. Generally, the Chief Building Engineer shall complete and/or delegate to maintenance and/or janitorial personnel the following activities: common area (hallways, lobbies, amenity spaces, trash chutes, etc.) cleaning, subterranean garage cleaning, curb painting, maintenance of all common area doors, painting, repairing and treating of iron railing, maintaining and replacing common area lighting, inspecting and repairing retaining walls, repairing stucco, minor plumbing repairs and modifications and such other maintenance that be requested.

The Chief Building Engineer shall be responsible for the scheduling and supervision of the maintenance staff. Interfaces with residents to address suggestions, complaints and requests related to housekeeping and janitorial service.

The Chief Building Engineer or designate shall be available by cell phone/beeper/Blackberry 24 hours per day, 7 days a week for emergencies.

The Building Engineer participates in all executive, and general meetings of the Board of Directors and annual meetings of the membership of the Association as requested by the General Manager.

Essential Duties and Responsibilities (Other duties may be assigned) :

Personnel Supervision & Work Orders

  • Supervise all maintenance personnel, including recommendations for hiring/firing, performance evaluations, training, work directives and scheduling.
  • Maintain a worksheet on behalf of all maintenance personnel that reflects work in progress and jobs to be performed, which includes dates of commencement and completion and shall be available for inspection by the General Manager or Board upon demand.
  • Maintain the RUN work order process including opening, assigning, inspecting, billing and closing work orders. Produce regular progress reports for the monthly Directors report.
  • Prepare list of charge backs for unit work orders.

Mechanical System

  • Monitor and maintain optimum performance of all building systems to include mechanical, electrical/electronic, fire/life safety, smoke control, security, HVAC and water circulation system, including coordination and interaction with necessary sub-contractors to ensure optimum performance of equipment.
  • Plan and implement with approval, modifications and improvements of building systems.
  • Obtain all permits or cause the inspection of all equipment as required by code.
  • Schedule all city and state mandated inspections of the common areas.
  • Ensure that Association is in compliance with the Maintenance Manual. Assist Management with any pending Construction Defect Litigation if applicable.
  • Inspections, Daily Checks, & Visual Inspections

Vendor Supervision & Proposals

  • Author, distribute, and monitor all Requests for Proposals as dictated by reserve study information, Board direction, Management's requests, and the general needs of the building.
  • Supervise contracted housekeeping personnel, including work directives and problem resolution.
  • Oversee the schedule and performance of all landscaping, pool maintenance and all other onsite contracted services such as elevators, HVAC, fire/life safety, etc.
  • Oversee the operation of member vendors and suppliers to ensure conformity with association insurance and licensing requirements and work procedures, including hours of operation.
  • Prepare reports on vendor performance & status for management and Board.

Miscellaneous

  • Respond to inquiries and investigate and resolve problems related to homeowner complaints.
  • Assist in the annual budget planning process and regularly monitor expenditures. Approve and code all invoices relating to the Maintenance Department weekly.
  • Maintain an accurate inventory of Association-owned equipment and supplies on-hand for maintenance and janitorial departments.
  • Maintain the record of all health, pool and spa, electric, life safety and OPOS (swing staging) certifications.
  • Ensure all emergency maintenance situations are handled timely and properly. Maintain a directory of emergency response personnel in the event of flood or fire.
  • Other duties as may be assigned by the General Manager from time to time.
  • Respond to ARC Committee applications and questions as requested
  • Special Projects: Reg IV.
  • Oversee development and implementation of Annual Maintenance Calendar and such other preventive maintenance programs as may be necessary.

Requirements:

  • Bachelor's degree or equivalent in Engineering and/or Mechanical Engineering is desired. Equivalent means verifiable satisfactory work as an Engineer or Engineer's Assistant for 8 or more years.
  • On-Site Engineer experience of at least (3 - 5) years in luxury large-scale communities, hotels, or on-site high rise.
  • High Rise Life Safety Director Certificate
  • EPA/608 license
  • CPO Certification
  • Fire Pump Certificate
  • HVAC Certification
  • High Rise Fire Safety Director Certification
  • OSHA Safety Certificate
  • Master Certified Electronics Certificate
